Commercial Buildout Checklist for Tampa Bay Business Owners
Opening a new location or renovating an existing space is exciting, but commercial construction has more moving parts than a home remodel: landlords, permits, inspections, accessibility requirements and a hard opening date. This checklist helps Tampa Bay business owners plan a buildout and avoid the most common delays.

1. Review your lease and landlord requirements
Before you design anything, read your lease. Confirm who is responsible for what, whether the landlord offers a tenant improvement allowance and what approvals you need before work starts. Many landlords require approved plans, insured contractors and specific work hours.
2. Define how the business needs to operate
A good space plan starts with workflow: how customers or patients arrive, where staff work, where products or equipment go and what needs plumbing, power or special ventilation. Share this with your contractor early so the layout serves the business.
3. Get a written scope, schedule and budget
Ask for a written scope that lists what is included, a schedule built around your target opening date and a budget with allowances clearly identified. Vague scopes lead to change orders and disputes.
4. Plan for permits and inspections
Most buildouts need permits, and many need a certificate of occupancy or completion before you can open. Permit review time varies by jurisdiction, so start early. Your contractor should know the local process in the City of St. Petersburg, the City of Tampa, Pinellas County and Hillsborough County.
5. Account for accessibility and life-safety requirements
Commercial spaces must meet accessibility and fire and life-safety requirements, which can affect layouts, restrooms, doors, exits and signage. Building these in from the start is far cheaper than fixing them after an inspection.
6. Identify long-lead items early
Specialty equipment, custom cabinetry, storefront glass, lighting and flooring can take weeks to arrive. Ordering early keeps the schedule on track.

7. Choose durable, practical finishes
Commercial spaces see heavy use. Durable commercial flooring, washable wall surfaces and well-planned lighting reduce maintenance and keep the space looking professional. In healthcare and veterinary spaces, cleanability is critical.
8. Build a contingency into the budget
Existing conditions in older buildings, such as outdated electrical, hidden plumbing or ceiling issues, can add scope once walls and ceilings open. A contingency protects your opening date and your budget.
9. Plan the final inspections and turnover
Schedule inspections, final cleaning and a punch-list walkthrough before your opening date. Confirm that all required approvals are in place so you can open on time.
Commercial buildout FAQs
How long does a commercial buildout take?
It depends on the size and complexity of the space, permit review, material lead times and inspections. A realistic schedule from your contractor, built backward from your target opening date, is essential.
Who pays for a tenant improvement?
That depends on your lease. Landlords sometimes offer a tenant improvement allowance. Review your lease and confirm what is included before you finalize the scope.
Do commercial buildouts need permits?
Most buildouts and many interior remodels require permits and inspections, and often a certificate of occupancy or completion before you can open.
What should I look for in a commercial contractor?
A Florida license, experience with similar spaces, a clear written scope and budget, a plan for permits and inspections, and good communication with you and your landlord.
Can you build out a medical or veterinary clinic?
Yes. We recently completed a full animal clinic buildout from an empty space, including treatment rooms, staff areas and client-facing exam rooms.
